Interpretation of "Notice of the General Office of the People's Government of Gansu Provin

Governing excessive packaging of commodities is an important means to strengthen resource conservation and environmental protection, and it is of great practical significance to promote the green transformation of production and lifestyle in our province and achieve the goal of carbon neutrality. Recently, the General Office of the Provincial Government issued the "Notice on Further Strengthening the Governance of Excessive Packaging of Commodities" (Ganzheng Banfa [2023] No. 10), and made arrangements for all departments at all levels in the province to strengthen the governance of the entire chain of excessive packaging of commodities. Clear governance requirements have been put forward for each link of commodity packaging such as production, sales, delivery, and recycling.
 
  The "Notice" clarifies 10 policy measures in 3 aspects, and on the basis of strictly implementing the relevant national requirements, it innovatively proposes detailed measures that are more in line with the actual conditions of our province. The main ones are as follows: First, it is clearly required to govern in accordance with the law. Governance must be governed according to the law to control excessive packaging of goods, and all levels and departments must strictly implement the "Regulations on the Prevention and Control of Environmental Pollution by Solid Waste in Gansu Province", "Regulations on the Protection of Consumer Rights and Interests in Gansu Province", "Standardization Regulations in Gansu Province", and "Price Management Regulations in Gansu Province" Laws and regulations and relevant national standards, strengthen law enforcement inspections, take effective measures, and focus on improving the people's sense of gain and satisfaction. The second is to accelerate the promotion of scientific and technological innovation. It is proposed that when enterprises apply for the establishment of provincial-level industry (enterprise) technology centers, industrial technology innovation alliances, industrial design centers and other related projects, they will take commodity packaging as a key evaluation content, and continuously improve their green innovation and development capabilities. The third is to strengthen the supervision of sales channels. It is required to give full play to the role of the provincial e-commerce association, urge and guide e-commerce companies to simplify packaging, safe packaging, and green packaging, strictly implement online and offline integrated supervision requirements, and have the same standards and governance as online and offline. The fourth is to strictly investigate and handle complaints and reports. Give full play to the advantages of the 12315 complaint and reporting hotline, collect consumer complaint and report information through multiple channels, and deal with problems that consumers strongly reflect in accordance with laws and regulations. The fifth is to pay attention to on-site publicity. It is clearly proposed that publicity and education activities on restricting excessive packaging of goods should be carried out in key places such as shopping malls, schools, communities, and markets, and promote the formation of a good atmosphere in the whole society to consciously resist excessive packaging and extravagance and waste.
 
  At the same time, the "Notice" clarifies the responsible units for various policy measures, and clarifies that the people's governments of cities and prefectures are the main body responsible for the management of excessive packaging of commodities, and requires the strengthening of departmental coordination and the implementation of local responsibilities. In the next step, the Provincial Development and Reform Commission will work with relevant departments to thoroughly implement the deployment of the "Notice", increase work guidance, support and supervision, strengthen whole-chain governance, strict industry management and law enforcement supervision, and lay a good foundation for key links and excessive packaging of key commodities Question "War of Annihilation".
