This action will adhere to the principle of paying equal attention to supervision and development, grasping both the source and the terminal, and combining law enforcement with education. E-commerce operators, tea wholesale and retail sales and other types of tea producers and operators have the main responsibility, standardize tea production and sales and packaging design behaviors, and realize self-inspection of packaging and labeling batches, traceable sources, investigation of problems, and investigation of responsibilities.
According to the content of the plan, the six departments will, based on their respective responsibilities, focus on promoting the publicity and implementation of national mandatory standards, prevent excessive packaging in production, distribution, and sales, standardize and improve tea packaging design, strengthen industry management and supervision and law enforcement, and build and improve a co-governance pattern, etc. Carry out normalized management of tasks in five aspects.
During the period, focus on guiding tea producers to strictly implement mandatory standards, produce goods in accordance with mandatory standards that restrict excessive packaging of goods, disclose the mandatory standards, recommended standards or enterprise standard numbers and names of packaging that they implement, and establish complete product packaging information Archives, record the design, manufacture, testing, use and other information of commodity packaging, and prevent excessive packaging from the source.
Focus on urging tea sales companies, agents, wholesale and retail sales and other tea operators not to purchase or sell excessively packaged tea, to include the inspection and packaging compliance into the purchase inspection record system, and to promise not to sell tea that violates the mandatory standards for excessive packaging of restricted commodities .
Urge e-commerce platforms to strengthen the qualification review of operators on the platform, and require operators to provide inspection reports or commitment statements for tea products or packaging materials on the shelves. Encourage tea operators to put forward requirements for green packaging and simple packaging of commodities to suppliers, so as to avoid selling excessively packaged tea.
At the same time, focus on major production and sales areas and key production and operation enterprises, strictly investigate and deal with illegal activities of excessive packaging tea production and operation in accordance with the law, and standardize the order of the tea market. The administrative punishment information of excessive packaging behaviors shall be pushed to the public in a timely manner according to law, and a batch of typical cases of administrative punishment of excessive packaging shall be exposed intensively. If consumers find illegal excessive packaging of tea, they can call the 12345 hotline to complain and report, and relevant departments will check and deal with it according to law.
It is understood that the current national standard GB23350-2009 "Restricting Excessive Packaging Requirements for Commodities and Cosmetics" requires that the packaging structure and functions should be reasonably simplified, and packaging with too many layers, too large gaps, and high costs should be avoided as much as possible. Taking tea as an example, when the net content of all single pieces of the inner product is not more than 30g, the porosity of the packaging should not exceed 75%; Should exceed 60%.
The new national standard GB23350-2021 "Restricting Excessive Packaging Requirements for Commodities and Cosmetics" will be officially implemented on September 1 this year. The standard and the No. 1 Amendment stipulate that if one or more of the number of packaging layers, packaging void ratio, and packaging cost does not meet the requirements of the standard, the product will be judged as excessive packaging.
