1.Entrusted by Shanghai Tobacco Packaging and Printing Co. , Ltd. and Shanghai Jinding Printing Co., Ltd., Shanghai Mechanical and Electrical Equipment Tendering Co., Ltd. conducts public bidding for thegravure printingUV ink (2023-2025)bidding project. Qualified bids are now invited People participate in bidding.

  Note: Bidders must provide complete quotations for all specifications of goods, otherwise the bid will be rejected.

  2. Qualified bidders for this bidding should meet the following qualification requirements at the same time:

  1. The bidder is an independent legal person registered in the territory of the People's Republic of China (excluding Hong Kong, Macau and Taiwan, referred to as "in China");

  2. Have a good business reputation and a sound financial and accounting system;

  3. Possess the necessary professional and technical ability to perform the contract;

  4. Have a good record of paying taxes and social security funds according to law;

  5. Within 3 years before participating in this bidding activity [ from January 1 , 2019 to the present; if the establishment time is less than 3 years , from the date of establishment to the present ] , no one has been ordered to suspend production or business or be revoked due to illegal operations in the business activities. Permits or licenses, inclusion in the list of seriously illegal and untrustworthy enterprises, fraudulent bid winning and economic criminal cases;

  6. The bidder and its legal representative, principal person in charge or actual controller shall not have bribery within 3 years before participating in the bidding activities [ from January 1 , 2019 to the present; if the establishment time is less than 3 years, from the establishment date to the present ] conduct records;

  7. Suppliers who have not been included in the prohibition period of the list of suppliers engaged in bribery by China National Tobacco Corporation and Shanghai Tobacco Group Co., Ltd .;

  8. In terms of labor protection, energy conservation and emission reduction, and ecological environment protection, it meets the requirements of national regulations;

  9. When the legal representative cannot participate in the procurement activities, he can entrust others to participate, but a power of attorney is required;

  10. The person in charge of the unit is the same person or different units with holding and management relations, and shall not participate in the bidding of the same bidding project in the same tender or undivided tender;

  11. Other conditions stipulated by laws and administrative regulations;

  12. This project shall not be subcontracted or subcontracted;

13. Consortium bids are not accepted for this project.

  3. The documents to be submitted when purchasing bidding documents shall include but not limited to the following materials:

  Bidding applicants who meet the above conditions need to bring the following information when purchasing bidding documents:

   1. Enterprise (unit) legal person business license, organization code certificate, tax registration certificate (or three certificates in one);

  2. The identity certificate and ID card of the legal representative or the power of attorney of the legal representative and the ID card of the entrusted person;

  3. Inquiry results of the unit's "National Enterprise Credit Information Publicity System" (you need to use the "send report" function, and the inquiry date should not be earlier than the sale date of the bidding documents);

  4. Relevant certification documents mentioned in the qualification requirements [ including the query results of the unit's "China Judgment documents Network" and "National Enterprise Credit Information Publicity System" (the query date should not be earlier than the date of sale of the bidding documents) ] ;

  Note: All the above materials shall be on A4 size paper, and the copies of all certificates shall be stamped with the official seal of the unit, and shall be kept by the bidding agency. In addition to submitting the above-mentioned materials to the bidding agency, the bidding applicant must also complete them in the bidding documents. The receipt of the bidding applicant's materials by the bidding agency does not mean that its bid will not be rejected during the bid evaluation, and the above-mentioned materials in the bidding documents will be reviewed by the bid evaluation committee in the end.

  5. Interested suppliers can open from September 7 , 2022 to September 15 , 2022 ( except weekends and statutory holidays) from 9:00 to 11:30 , and from 13:30 to 16:30 ( Beijing time ) Send the scanned copy of the above materials to the bidding agency mailbox, indicate the name of the project to buy, and purchase the bidding documents by mail. The price of each set of bidding documents is RMB 500 ( RMB500 ), non-refundable after sale. Potential bidders who have not purchased the bidding documents from the bidding agency will not be allowed to bid.

  7. The bid opening is scheduled to be held at 13:30 on September 28 , 2022 ( Beijing time) in the meeting room on the 10th floor of No. 285 Changshou Road, Putuo District, Shanghai . Authorized representatives of bidders are invited to attend the bid opening ceremony.
