Recently, the Liaoning Provincial Market Supervision and Administration Bureau issued a report on the monitoring of ink product quality and safety risks (No. 8, 2022).

Recently, the Liaoning Provincial Market Supervision and Administration Bureau organized the quality and safety risk monitoring of ink products. The relevant situation is as follows:

  1. Overall situation of risk monitoring

There are 15 batches of ink products in this risk monitoring, mainly based on HJ2542-2016 "Technical Requirements for Environmental Labeling Products Offset Printing Inks" and other standards, the indicators of benzene, toluene, xylene, volatile organic compounds and other indicators of ink products were monitored. The monitoring results showed that 2 batches of 15 batches of ink products did not meet the standard requirements, with a non-compliance rate of 13%. The non-conformity items were mainly toluene, xylene, and volatile organic compound content.

 2. Analysis of main monitoring items

Toluene, xylene, and volatile organic compounds in this ink product risk monitoring project are closely related to human health.

  1. Toluene. Toluene is a non-carcinogenic substance and can be absorbed through the respiratory tract and digestive tract. After inhalation of higher concentrations of toluene vapor, symptoms such as headache, nausea, limb weakness, and confusion may occur; it is mutagenic and reproductively toxic to the human body.

  2. Xylene. Xylene is irritating to the eyes and upper respiratory tract, and has an anesthetic effect on the central nervous system at high concentrations. Short-term inhalation of higher concentrations of nuclear weapons may cause obvious eye and upper respiratory tract irritation symptoms, conjunctival and pharyngeal congestion, dizziness, nausea, vomiting, chest tightness, weakness of limbs, confusion, and staggering gait.

  3. Volatile organic compounds (VOC). The main impact of volatile organic compounds on human health is to irritate the eyes and respiratory tract, cause skin allergies, cause headaches, sore throat and fatigue, and contain many carcinogens.

  3. Consumption warning

Consumers should pay attention to the following points when purchasing ink products.

  1. Try to choose regular sales channels to buy, and keep the purchase voucher. In addition to considering cost-effectiveness when buying, you should also pay attention to the average price of similar products, and don't buy products that are obviously lower than the average price.

  2. Pay attention to whether the product use description is consistent with the selection requirements. When using it, you should also pay attention to safety matters, pay attention to ventilation and fire protection at the construction site, so as to avoid accidents.

 4. Next steps

In response to the problems reflected in the quality and safety risk monitoring of ink products, the Liaoning Provincial Market Supervision Administration will take the following measures:

  1. Report the monitoring situation in time. Report the results of this risk monitoring to relevant departments, so as to grasp the quality status and risk points of the product in time, and do a good job of prevention and consumption warning.

  2. Strengthen communication between regions. Report the results of this risk monitoring to the market supervision and management department of the province (city) where the production enterprise is located, as a reference for daily supervision.
