The notice clarifies that there are five key tasks in carrying out the identification of craftsman professional skill levels:
The first is the filing level accreditation agency. Provincial housing and urban-rural development departments should establish a docking and communication mechanism with provincial human resources and social security departments, strictly follow the requirements for vocational skill level certification, and jointly recruit and select qualified craftsmen associations, craftsman training bases, and construction vocational schools (including Technical colleges), vocational skills training institutions, etc., have been registered with the provincial human resources and social security department as the regional craftsman vocational skill level certification agency. In principle, craftsman vocational skill level accreditation institutions should achieve full provincial coverage, and there should be no more than three in each region.
The second is to standardize the level identification. The provincial housing and urban-rural development department urges and guides the craftsmen's professional skill level certification agencies to strictly follow the "National Occupational Standards for Rural Construction Craftsmen (2024 Edition)" to organize theoretical knowledge examinations, operational skills assessments or comprehensive reviews. Among them, level 5/junior workers, level 4/intermediate workers, and level 3/senior workers are required to take theoretical knowledge examinations and operational skills assessments. Level 2/technicians and level 1/senior technicians are required to review and submit materials and answer defenses based on the examination and assessment. Comprehensive evaluation is carried out in other ways. For those who pass the examination or comprehensive review, the craftsman vocational skill level certification agency will issue the corresponding craftsman vocational skill level certificate in accordance with the coding rules and certificate formats formulated by the Ministry of Human Resources and Social Security, enabling nationwide query and verification.
The third is to organize evaluation and supervision. Provincial-level housing and urban-rural development, human resources and social security departments have urged and guided local craftsmen's professional skill level recognition agencies to strictly carry out the assessment and supervision of craftsmen's professional skill level recognition in accordance with relevant requirements. The Ministry of Housing and Urban-Rural Development, together with the Ministry of Human Resources and Social Security, continues to strengthen the construction of a team of evaluators and supervisors for craftsman professional skill level certification.
The fourth is to strengthen the supervision and management of accreditation institutions. The provincial human resources and social security department, in conjunction with the housing and urban-rural development department, is responsible for evaluating the effectiveness of the craftsman vocational skill level certification institutions in the region and making dynamic adjustments in accordance with laws and regulations. If there are false training or illegal certification issues that cause adverse social impacts, they will be punished in accordance with the law. We will seriously investigate and revoke their qualifications to ensure that the evaluation process is scientific, reasonable, objective and fair. Provincial housing and urban-rural development departments strengthen technical guidance, quality supervision and service support for identification work to ensure the quality of evaluation.
The fifth is to strengthen the application of grade identification results. The Ministry of Housing and Urban-Rural Development is responsible for strengthening informatization construction, collecting information on craftsman professional skill level certification, and sharing information with the Ministry of Human Resources and Social Security. Housing and urban-rural development departments in various regions should guide craftsmen to actively participate in the identification of professional skill levels, promptly disclose the identification results to the public through websites, media, craftsman credit evaluation systems, etc., and support construction units and individuals in need to give priority to craftsmen with professional skill level certificates. , in accordance with the law, undertake the construction of small rural projects, construction of rural houses, daily inspections of hidden safety hazards in rural houses, etc., forming healthy market competition and positive incentives.
